Building a Contingency

Contigency is a part of the NBNL Equipment and NBNL Asset Profilegroup and this page defines how the contigency for equipment in a power network are modelled. This document explains the structure and how instances interact across datasets.

Contingency

Basically a contingency is a situation in which a piece of equipment is not available for use. In recent years, we have also observed that it is not only situations where equipment is (temporarily) unavailable, for example due to maintenance or a malfunction, but also arises from the fact that the operational limit is reached. This creates semi-permanent bottlenecks where the related equipment reaches or has reached its limit. The most common solution is to carry out a grid expansion in which the capacity of the relevant equipment is increased and/or additional equipment is added. In the meantime, it is important that the grid operator has insight into the bottlenecks and their impact on the grid. Contingency is a way to provide this insight.

Contingencies can be based on a single equipment, or it can be a combination of multiple equipments. In the current situation, the equipment consists of power transformers or acline segments, or even a combination of both.

Congestion Document

The nl:CongestionDocument is used to report additional information regarding the congestion for a piece or a set of equipments. For example, the congestion report is used to define the color (indication of the required transport capacity) and alleviationYear (Year in which the congestion is or will be resolved) and a hyperlink to the congestion management study.

Not in all situations a congestion report (ElectronicAddress) is available, but if it is available, it is linked to the Congestion Document. For the cases where there is a Yellow color indication of the required transport capacity (RAGKind), a congestion report is not available. In those cases, there is—as yet—no formal bottleneck and/or study into the possibilities for congestion management.

1 Ragkind.color; the intensity, expressed in a color, of the congestion based on the congestion report, see the ragkind enumeration.
2 Year in which the congestion is resolved.
3 The direction of the inter-tie (Import/Export).
  • I = Import (feed-in) into the grid, from the perspective of the system operator.

  • E= Export (load) from the grid, from the perspective of the system operator.

4 The location(s) linked to the Congestion Document (congestion management study)
5 Hyperlink to the congestion management study

Ragkind Color

The Ragkind Color gives an indication of the required transport capacity (benodigde transportcapaciteit -BTC) in a feeding/contingency area. The ragkind enumeration of the color is defined as part of the NBNL Assetprofile

Color

Description

yellow

Limited availability, without queue (Transportcapaciteit beperkt beschikbaar zonder wachtrij).

amber

Under investigation, with queue (Voedingsgebied is in onderzoek met wachtrij).

red

Shortage of transport capacity, with queue (Tekort aan Transportcapaciteit met wachtrij).

Contingency Area (Grouping of Locations)

The ContingencyEquipment is associated with a Contingency, which is associated with a CongestionDocument. The CongestionDocument is associated with a Location. The Location is associated with a StreetAddress, which contains a postalCode. The postalCode can be used to determine the geographical area of the congestion.

In most situations, multiple 6-digit postcode areas—and thus multiple locations—are associated with the congestion document.

1 The 6-digit postal code of the location. This can be used to determine the geographical area of the congestion.
2 The PowerSystemResource associated with the location. In most cases the aggregated EnergyConsumer representing the PostalCode Area below the AClinesegment or Powertransformer(end).
